Dear Jolly Harbour Community,

You may have noticed an increase in security officers requesting passes at the barriers. 

While security passes have always been required for entry, we recognize that the policy may not have always been enforced. We require all residents, contractors and service providers to present a valid security pass at the barriers to gain entry. Failure to present a pass will result in denied access into the Jolly Harbour residential area.

We appreciate everyone working together in obtaining these passes, as this will greatly improve the security of our private community. We have issued 70% more passes this January compared to January 2021.

Additionally, please be advised that following recent complaints about noise and speed from off-road vehicles, we are requesting that these vehicles also present resident passes.  Please note all vehicles are required to have mufflers fitted –  this includes cars, motorbikes and ATV’s.

For the safety of all in the community, please ensure your vehicle lights are on after sunset.

OBTAINING A SECURITY PASS

Where to go:

1) CDAL’s office: Located in the heart of the Commercial Centre

OR

2) Online: www.jollyharbourantigua.com/passes 

Requirements for security passes:

  • Proof of ownership or residency in Jolly Harbour.
  • Valid Government-issued identification.
  • Resident security passes, contractor passes and service provider passes are $25ECD or $10USD paid in-person or charged to your account.
  • Vehicle Stickers – vehicle registration card.  We have new stickers now available free of charge for 2022.  Please exchange your old sticker for this new one to assist us in ensuring only current homeowners have the vehicle pass.   

Resident passes are required to be renewed each year unless the residency pass is for a shorter period indicated by a vacation booking or lease.

Service provider and contractor passes expire on completion of the work or employment period as indicated by the property owner. Contractors also have restricted hours, which are included on the pass.

Our security personnel are an important part of this community.  Please understand that they are following instructions from CDAL when checking passes and enforcing the rules.

Should any officer suffer verbal abuse while carrying out their duties, they have been instructed to call the police. 

Only by supporting these individuals will we be able to secure our community.

Visitors

All non-pass-holding visitors must have permission from the property owner or resident. Email: [email protected] or phone 562 2222 to notify security if you are expecting a visitor.

Short-Term Residents

Owners or property managers can obtain Resident passes with shorter expiry dates for short-term rentals. We can arrange to have these passes left at the security barriers for when the short term residents arrive. 

Taxis

Taxis can drop off and pick up in the private community.  For pick up, please let security know you are expecting a taxi to present itself at the barrier.  For drop off, please present your pass as normal to gain access.  

RULES OF THE ROAD

15mph or 25kmh is the speed limit – please respect this and keep our community safe.  Please ask your service providers and contractors to comply with this speed limit as violation of this rule can result in the pass being revoked.

Parking – please park within your property or in designated parking spaces, ensuring that your vehicle does not extend more than 30cm into the road.

5 knots max speed, no-wake zone:

On entering the harbour this zone starts at markers 9 and 10
On leaving the harbour this zone ends at markers 9 and 10

Communication is very important to us and we want to ensure we are reaching all property owners.
